Managing flexible finance and adjustment to change for patients.

The Health Security Service Center started its service in the health insurance system in February 2003. It was established in accordance with the financial policy and strategic plan of the King Chulalongkorn Memorial Hospital for flexible finance, adjustment to change and for financial efficiency.

Initially, the Health Security Service Center consisted of 3 main departments:  Health insurance administration, resource-use administration and information and work plans. Later the information and work plans department was developed and expanded into the data and budget center. However, according to the service expansion of King Chulalongkorn Memorial Hospital, the increasing number of people using health insurance rights enhanced the scope of roles and responsibility in the Health Security Service Center to be more effective.

The Health Security Service Center is responsible for providing services concerning medical rights, coordinating with  patients concerning their medical health insurance and social security rights to both outpatients and inpatients at King Chulalongkorn Memorial Hospital. The Center also prepares documents for collecting medical expenses from the main organizations and considers the medical resources and benefits under the standard principles of medical care physically, mentally, socially and economically so that all patients have an opportunity to access medical services equally. The award achievement from external organizations proves the effectiveness of the Health Security Service Center, King Chulalongkorn Memorial Hospital.  

  1. The National Health Security Office (NHSO) Award to King Chulalongkorn Memorial Hospital for its excellent cooperation in Health Care Rights 2005.

  2. The E-claim award (2011) for efficient medical care and compensation to car accident victims at the 2nd level of hospital with an excellent automatic insurance system.

  3. Special award achievement of the Honorable Hospital Award 2016 as the hospital that supported the operation of the Social Security Office, King Chulalongkorn Memorial Hospital.

For over a decade, the Health Security Service Center has been providing the services to patients at King Chulalongkorn Memorial Hospital with continuous goals to improve and develop the service system using information technology for more rapid, accurate and a convenient one stop service to meet the ultimate customer expectation.

The Health Security Service Center has restructured its organization into 6 Units as follows:

  1. Information and Administration Unit.
  2. Outpatient service Unit.
  3. Inpatient and emergency service unit.
  4. Medical Information Management unit.
  5. Specific Disease Management unit.
  6. Registration and medical compensation unit.

Services

  1. Providing health security services to the public in accordance with the medical rights, as well as managing the registration work for health security.
  2. Protecting the rights and benefits of health insurance to all people as follows;
    2.1 Health Security.
    2.2 Social security.
    2.3 Medical rights under the Vehicles Act.
    2.4 Foreign workers Rights.
    2.5 Rights of persons with racism and medical rights.
    2.6 Other rights under the agreement such as the Royal Bangkok Sports Club and The Rubber Authority of Thailand.
  3. Providing health security for equality and accessibility to medical rights.
  4. Examining and giving advice about health security.
  5. Administrative work preparation for medical expenses.
  6. Coordinating with external and internal agencies for the efficiency of the financial system to the hospital.
  7. Managing registration and compensation services for various health security programs.
  8. Reviewing, evaluating and analyzing data of medical resources to be the most efficient.
  9. Being the health information service center on health security.
  10. Providing knowledge and public relations about Health security both internally and externally.
  11. Counseling as the Help Center for problem solving for all clients.
